Senators Tito Sotto, Bam Aquino, and Teofisto Guingona III endorsed the bill after the recent bombing in Cagayan de Oro City, which killed eight and wounded 40. Authorities said that before the incident, a board member received a bomb threat via text message.
Supporters of the bill say the bill would help in crime solving because aside from tracking the sender of a threat, it would also aid in identifying criminals that use cellphones as tools in scams. The bill, however, has elicited criticisms as it would allegedly violate human rights.
