After cutting ties in New York, Tommy finds himself in Chicago after cutting ties in New York. Drawn to his newfound family and the ruthless drug game, Tommy is enticed to stay and continue his quest for power.
With the Flynn organization weakened, Tommy becomes more determined than ever to take over the Chicago drug world. However, the CBI is split down the middle, forcing Tommy and Diamond (Isaac Keys) to maintain their edge over Jenard (Kris D. Lofton) as their factions feud in the streets.
Tommy seizes an opportunity to capitalize on another rivalry, this time between the Serbs and Miguel Garcia (Manuel Eduardo Ramirez), the most formidable drug lord in Chicago.
