COA was recently called out by President Rodrigo Duterte amid the department’s recent flagging of various departments for questionable spendings.
However, as mandated by the Consitution under Section 2.2-D, Article IX, COA has the authority to:
Define the scope of its audit and examination; establish the techniques and methods required, therefore; and promulgate accounting and auditing rules and regulations, including those for the prevention and disallowance of irregular, unnecessary, excessive, extravagant, or unconscionable expenditures, or uses of government funds and properties.
Section 3-D of Article IX stipulates further that, “No law shall be passed exempting any entity of the Government or its subsidiary in any guise whatever, or any investment of public funds, from the jurisdiction of the Commission on Audit.”
As for Brosas, she currently hosts TV5’s reboot of the Videoke game show, Sing-Galing, every Monday-Friday from 6:30 p.m. to 7:15 p.m.
