Netizens were in awe with how the House of Representatives speedily granted a 25-year franchise to Duterte ally Dennis Uy’s DITO Telecommunity.
But what caught the attention of social media people is the obvious lopsided franchise in favor of Uy’s company.
Social media personality and lawyer Jesus Falcis brought up a provision of the franchise that allowed DITO to have 40% of its workforce as contractual employees.
One of the arguments that Congress used against ABS-CBN during its franchise hearing but they were allowing it for Uy’s company.

On Tuesday, August 25, the House of Representatives on third and final reading gave DITO its 25-year franchise.
In the franchise law, it says that “the grantee shall ensure that at least sixty percent (60%) of its employees are regular employees and in no case shall the percentage of contractual employees, job orders, casual. and independent contractors combined, exceed forty percent (40%) of its total workforce.”
Contractualization and labor practices were some of the most contentious topics during the ABS-CBN franchise hearing. The Kapamilya network oppositors led by Mike Defensor, Rodante Marcoleta, and Boying Remulla pounded on ABS-CBN’s contractual workforce to highlight the need not to renew its franchise.
Ironically, they were those who voted for DITO’s franchise with that provision that they hammered strongly against ABS-CBN.
That’s why netizens slammed Congress for allowing that provision and other issues for DITO’s franchise while they shut down ABS-CBN for the same.
