Angelika Dela Cruz, the barangay captain of Barangay Longos in Malabon City, lambasted some constituents who complained of not having money to buy food but apparently have enough to buy liquor.
On her Instagram, she posted photos of some residents that were violating the enhanced community quarantine protocols in their barangay with a caption:

“Sa totoo lang, hindi talaga handa ang government. Pero ang isang problema ang tao. Kasi marami ang matigas ang ulo, maraming hindi sumusunod.”
As a barangay captain, she organized the Kagawads into teams to monitor the implementation of the ECQ and team curfew is in charge during the night.
“May panahon para mag-inuman at para ewan ko kung ano ang gusto nilang gawin sa buhay nila. Pero baka hintayin na lang nila matapos saka sila magluku-luko uli. Kasi hindi po ito ang panahon..ito po yung panahon para magtulung-tulong tayong lahat.”
The government has provided the “Social Amelioration Package (SAP)” amounting 5 to 8 thousand pesos as part of its response to the COVID-19 crisis. The target beneficiaries are senior citizens, persons with disabilities, pregnant women, solo parents, OFWs (distressed and repatriated), indigenous people, homeless, farmers, fisherfolks, self-employed, informal settlers, and those under No Work-No Pay arrangements (e.g., drivers, househelp, construction workers, etc.).
While some desperately need the money for their daily needs, some just spend it on unnecessary things like liquor or worse, gambling or drugs.
